JD & Associates contributed to the development of PSTA4, Rwanda’s national agriculture investment plan for 2018–2024.
The assignment involved analyzing sector performance, identifying investment priorities, and supporting the transition from subsistence to a knowledge-driven, market-oriented agriculture sector. The team examined productivity, value chains, rural infrastructure, and sector governance.
The strategy positions the private sector as a key driver of agricultural growth while outlining essential public investments such as research, extension, and infrastructure
. JD & Associates helped refine the strategic programs, targets, and implementation framework, ensuring national alignment with the National Agriculture Policy (NAP) and the country’s transformation agenda.
